This research using action research approach will explore and develop the reality and equity of young people’s opportunities to influence in municipalities, extending the analysis to the interfaces with regional councils and wellbeing services counties. One of the priorities is to develop young people’s participation in the evaluation of youth work services.
The study began in spring 2025 with an assessment of the legal provisions on youth participation, the strategic objectives set by municipalities, regional councils and wellbeing services counties, and the identification of young people as influencers and decision-makers based on various protocols. In autumn 2025, interviews will be conducted with some young people, decision-makers, and individuals working with young people. Development goals will then be set through joint consultation between the aforementioned bodies in spring 2026. The project will then enter a development and follow-up period, ending in January 2028. The municipalities involved in the research are Heinola, Leppävirta, Nakkila, Oulu and Rovaniemi.
