Empowering Youth Voices: Harnessing AI to Strengthen Youth Engagement

Project investigates how emerging AI technologies can enhance youth participation in democratic decision making, addressing the rapidly evolving digital landscape that shapes young people’s civic engagement. The project examines how AI can improve accessibility, diversify participation, and strengthen the quality of youth input in local governance.

The project is a research and development initiative that aims to provide a picture of the use of AI in youth work and the wider context of the promotion of youth participation. In addition, concrete tools for promoting participation are developed. The project applies mixed methods: desk research on youth work and AI, comparative analysis, participatory design, and real world testing in municipal settings.
The Finnish Youth Research Society will conduct a mapping study on AI in youth work and youth participation. It will also conduct analytical assessments of the ethical and practical implications.

Expected results

Expected results include a European mapping study with case examples provided, three open source AI prototypes tested in the three participating countries (Belgium, Finland, and Portugal), an educational curriculum for youth workers, and empirical insights from municipal pilots. The project aims to build long term capacity in digital youth work, stimulate the responsible and ethical adoption of AI, and support more inclusive, innovative forms of youth participation across Europe.

Funding

The project is funded by JINT, Belgium. The project started in October 2025 and will end in June 2027.
